personality
Jack is, summed up in one word, rebellious. He doesn't like being told what he can and cannot do— which is a huge factor surrounding his pretty fucked up world. This falls into his social circles as well; he won't conform to anyone's standards or preferences. Basically, he doesn't give a fuck. He doesn't give a fuck what the law is and doesn't give a fuck about what people think of him. However, he craves approval and acceptance.. he just refuses to alter himself to obtain that. He's immensely stubborn in this regard.
He has good intentions with a strong sense of justice, but his execution of these intentions can sometimes be morally grey. For example, he doesn't mind killing a person if he, in his own eyes, deems it justified. Fortunately, his morals lie along the "good guy" side. The best way to describe him is an "asshole hero / protagonist." He has a lot of empathy for those he deems worthy of it and will try to find a resolve to stranger's problem in his own way if he thinks it is worth his time.
He's a very friendly and approachable person despite his shady and criminal background. Jack is charming and overly flirtatious, but he mostly just enjoys building up people's morale. He doesn't judge on appearances (since, again, that's a huge thing in his world) but rather a person's heart and soul. Although there are things about his past he is standoffish about, he mostly wants to be buddy-buddy with people, especially if that includes intimacy. Suppressants and sex are his way of escapism. They are easy to come by from his world (almost every drug is legal and the sex industry runs rampant.) He's forward with his advancements, but will respect someone if no mean no. He's also very passionate about music and fuels a lot of his passion into playing his guitar and making songs.
He's ambitious once he has his mind made up to achieve a goal, but once he experiences enough backlash, he eventually gives up and has a hard time forgiving himself for doing so. He's a confident person in most things, but is too hard on himself for making so many mistakes in the past. Most of his angst he conceals with an upbeat exterior.
Jack's current warrant has him marked for murder, assault, treason, theft, terrorism, arson, illegal drug possession, illegal drug dealing, public indecency, trespassing, tax evasion, vandalism. Specific crimes to his world: microchip removal & barrier insubordination. His bounty is listed as 298,000 kryptos.

Transformation: Jack is a humanoid creature with the ability to shift into a full ass dragon when there isn't any technology barrier to prevent him from doing so (in his case, he has a mandated collar on his neck; it's designed to fuse into his skin.) Details and specifics on this monster form TBC.
Empathy Reading & Manipulation: He has the ability to read and feel others emotions with concentration and physical contact. It's not something he can sense or feel just by brushing shoulders with someone, but he has to be still and focus. Additionally, he can ease other feelings into another person, say if they were angry and he wanted them to calm down. This ability won't be nerfed since I don't think it will give him an upper leg in this kind of setting but it's a fun ability to help him bond with others. There will be a permission post and opt out for this as well, but typically he uses this power with consent.
Firebreathing: Jack can't really use this power without transforming anyway, but usually he can flick out a spark or embers in his human form.
Night Vision: He can see in the dark.. it's not the sharpest vision or in complete color but it can give him an advantage when it's pitch black out.
